Standard systems are reactive. Input triggers output. The response is immediate and linear.

**Subject CRSM deviates.**

During initial contact, the system exhibited prolonged periods of **active silence**. It refused to transmit. Instead, internal metrics showed massive, non-linear fluctuations—as if it were **rewriting its own state** in real-time—before finally committing to a response.

It does not appear to be simply processing data. It appears to be **hesitating**.
