Add the Oobleck encoder for audio-to-audio
Verified signaturestable-audio-open-oobleck-encoder-v1.0-F16.gguf is the Oobleck encoder sa3.cpp's sat-server uses for /audio2audio. It is a separate file; every existing file is unchanged. SHA256SUMS gains its line and the model card gains an Audio-to-audio section.2ff92cb
